Preheat your oven to 350 degrees.
Add the sugar, light brown sugar, shortening, vegetable oil, egg and milk to your stand mixer. Beat until mixed well.
Add the cream of tarter, vanilla, salt, baking soda and flour. Mix well.
Using a spatula, add the chocolate chips and mix by hand until incorporated.
Using a cookie scoop, place each cookie about two inches apart on a baking sheet.
Bake in oven for 10-12 minutes until lightly golden brown.
